Representative Coghill moved and asked unanimous consent that the                                   
following committee substitute be adopted in lieu of the original bill:                             
                                                                                                    
     CS FOR HOUSE BILL NO. 109(FIN)                                                                 
     "An Act relating to the limitation on payment of state treasury                                
     warrants and to the payment of a claim for which the                                           
    appropriation has lapsed; and providing for an effective date."
